The Rassvet projects for a low-orbiting broadband communications satellites will be Russia’s response to Starlink, head of Russia’s space corporation Roscosmos Dmitry Bakanov said.

"We will give our response to Starlink with the project Rassvet designed by Bureau 1440 (a Russian aerospace company - TASS). We will create low orbiting broadband communications," he said.
