ROSCOSMOS. Forming A Common Personnel Pool

State Corporation ROSCOSMOS begins enrolling candidates for the industry’s common personnel reserve in order to form a pool of highly efficient staff to be eventually appointed to senior executive positions.

ROSCOSMOS Board has approved Personnel Reserve Forming and Development Policy, according to which the personnel reserve consists of two levels: The industry-wide personnel reserve of the State Corporation and the internal personnel reserves of individual companies. The industry-wide personnel reserve is formed for subsequent appointments to positions of general directors, deputy general directors, general/chief designers. Candidates for other positions belong to personnel reserves of individual companies.

In order to be admitted to the industry-wide personnel reserve, an employee should be no older than 50, have no less than 5 years of total work experience, no less than 2 years of work experience in the industry, and no less than 3 years of work experience in executive positions. It is important that candidates be willing to move to another region, have verified proof of their working efficiency, have never been reprimanded, have clean bill of health and be qualified for obtaining security clearance.

In order to be admitted to the industry-wide personnel reserve of ROSCOSMOS, candidates must pass through several stages – selection based on formal criteria, remote and face-to-face assessment. The final lists of the employees enrolled in the industry-wide personnel reserve will be approved in January 2017.

2015 saw the first enrollment in the industry-wide personnel reserve, within the framework of which 57 ‘reservists’ have already graduated from a training program at Moscow School of Management SKOLKOVO. The training program for the second intake will start in April 2017 under the auspices of the Corporate Academy of ROSCOSMOS.

The training program is 2 years long and includes many disciplines to develop managerial, professional engineering, and business skills. The program includes master classes by top mangers in rocket and space industry and leading industry experts, training sessions in economics, management, supply and quality management strategies, team management, personnel development, etc. All the courses are based on the actual managerial practices of companies from aerospace, engineering, metallurgical and power-generating industries in our country and abroad. The participants will have a lot of project activities in the course of which they could hone their skills. The program envisages internships at leading companies in Russia and abroad.

Within the framework of the industry-wide personnel reserve a separate team will be set up, which will receive training under the program The Chief Designer’s School. The objective of the project is to train a pool of personnel who will be ready to be appointed to the position of general designer. Participants for this program can be recruited from among chief and general designers from companies in the rocket and space industry. The training program is 3 years long and includes managerial disciplines, narrow-focus courses to develop professional skills and participation in projects.
