Flying of Russian planes over Volyn and Zakarpattia regions in the past several days was within one-time-only authorization to enter Ukraine's airspace due to bad weather on the route that could result in an emergency, the Ukrainian State Air Traffic Services Enterprise (UkSATSE) has said in response to a inquiry of Interfax-Ukraine.
UkSATSE said that the decision of the Flight Safety Council of the State Aviation Service of Ukraine (the minutes of the meeting approved on December 9, 2015) allows the provision of one-time-only authorization to enter the country's airspace to all aircraft, including those registered in Russia.
The state-run enterprise said that the flights of Aeroflot's AFL2123 Iraklion-Moscow and AFL2409 rome-Moscow were authorized to fly over Ukraine on July 27, AFL2125 Thessaloniki-Moscow on July 31 and S7 Airlines' SBI950 Varna-Moscow on July 28 recorded by flightradar24 online radar.
"In all cases listed by you deviation from a route was due to bad weather," UkSATSE said.
UkSATSE also said that other reasons for one-time-only authorizations to enter Ukraine's airspace for any aircraft could be the state of emergency, a threat to persons on board, passing dangerous natural events, traffic overflow in the sectors servicing air traffic of neighbor countries and other situation when it is obvious that entering Ukraine's airspace would allow avoiding serious consequences for persons on board of planes.
The press service of UkSATSE said that flights of Russian airlines' planes in Ukraine's airspace are banned under a decision outlined in the minutes of the government meeting (No. 131) dated November 25, 2015 and in letters dated November 25, 2015 of the State Aviation Service of Ukraine.
