The Interstate Aviation Committee has completed investigation of an accident which occurred on November 22 in Osh airport. Committee chairman Georgiy Yachmenev presented the conclusion to the management of the Civil Aviation Agency of the Ministry of Transport and Roads of Kyrgyzstan.
The committee's findings say that the aircraft of Avia Traffic Company, performingKrasnoyarsk - Oshflight, clashed with the surface of the runway when going around in adverse weather conditions on November 22, 2015.
As a result, the right engine and the chassis have been damaged. The crew executed a missed approach having reported to the dispatcher about the decision to go to a reserve aerodrome in Bishkek. However, two hydraulic systems and the right engine failed because of the damages. The crew turned it off, and assessing the possibility of flight to an alternate Manas airport, requested an emergency landing in Osh, in spite of the bad weather. It was overshoot emergency landing, the aircraft overran the runway, having received considerable damages.
Experts note that the aircraft had valid certificate of registration and certificate of airworthiness, it was serviceable prior to departure from Emelyanovo (Krasnoyarsk) and Manas (Bishkek) aerodromes, its components, engines and parts had the resources and lifetimes, adequate for flying.
"The decision to take off from Manas airport to Osh was made in accordance with the applicable rules. However, it was taken formally, without sufficient analysis of the meteorological situation, and without taking into account the deterioration of weather conditions below the minimum, which was forecasted for the landing," the committee says.
There were no casualties among the passengers and the crew. Six people were slightly injured and taken to Oshinterregional hospital. All passengers have received a psychological and medical assistance.
