Memorandum of understanding between the Russian Association of Air Transport Operators and the IATA

The Russian Association of Air Transport Operators and the International Air Transport Association hereinafter referred to as "the Parties",

expressing the intention to develop and enhance the cooperation in the field of the international air transport,

acknowledging that  such cooperation shall contribute to ensuring safe, secure, efficient and sustainable international air transport,

following the principles of mutual respect, mutually advantageous business­like cooperation and equality of the Parties,

came to a mutual understanding on the following:

  1. The Memorandum of cooperation aims to promote cooperation
    between the Parties towards the goal of facilitating international air
    transport development.
  2. The Parties intend to cooperate in the framework of their
    competence in the following directions:
    • Strengthening of safety and security in international air
      transport;
    • Elaboration of recommendations on   improvement of the legal
      regulation in the area of international air transport;
    • Identification and elimination of existing barriers   hindering
      airline operations;
    • Coordination on the implementation of best industry standards
      and practices to facilitate air transportation of passengers and
      cargo;
    • Training of aviation professionals.
  3. The cooperation in the fields specified in clause 2 of the Memorandum
    shall be conducted by:
    • Exchanging information related to mutual interests in the area of
      international air transport;
    • Conducting joint conferences to discuss topical issues of air
      transport development;
    • Consulting in the area of international air transport;
    • Elaborating proposals for the international air transport
      development;
    • Participating in the activities undertaken by the Parties.
  4. For the purpose of implementation of the current Memorandum, Parties
    will appoint their responsible divisions and provide respective
    information to each other.
  5. The Memorandum is not an international Treaty and does not create
    any rights and obligations governed by domestic or international law.
    The Memorandum also does not impose on the Parties any financial
    obligations.
  6. The Memorandum applies from the date of its signing by the Parties.
  7. Mutually agreed the Memorandum is to be amended by signing the
    relevant Protocol which will be an integral part of this Memorandum.
  8. Each Party has the right to cancel the Memorandum by forwarding to
    the other Party the respective written notice. The application of the
    Memorandum shall suspend from the date of receiving such
    notification by the other Party.

Signed in the Moscow city now, «2» March 2016, in duplicate, each in the Russian and English languages. In case of discrepancy English version shall be used to interpret the Memorandum.
