Chairman of the Russian Government Dmitry Medvedev signed a decree, which should support the wide introduction of GLONASS technologies in different areas of the national economy and assure the unity in terms of technology management in the area of navigation, press-service of the Russian government reports.
The decree No. 343 signed on April 10th 2015 was elaborated by Russian Ministry of Transport. «Taking into account the government’s powers in the area of navigation activities stipulated in the item 4 of part 2 of section 7 of the federal law No. 22-FZ signed on February 14th 2009 “About navigation activities”, government decree No.549 signed on July 11th 2009 accepts the proposal of Roscosmos approved by all the involved federal agencies about establishing a federal network operator in the area of navigation activities,» said in the explanatory notes to the decree.
Primary objectives of the federal network operator in the network of the federal law No. 22-FZ are as follows: assuring the unity in terms of technology management in the area of navigation and provision of services in this area to the state and other customers. In accordance with the government decree No. 522 signed on May 25th 2012 “About coordination of work and provision of services in the area of navigation activities” Non-Commercial Partnership For Development And Use Of Navigation Technologies (Glonass Union) was defined as the federal network operator.
The signed decree updated and refreshed the objectives and functions of the federal network operator in terms of:
- assuring the compliance of the provided services in the area of navigation and equipment included in the GLONASS navigation system with the requirements related to precision, reliability and safety;
- provision of services related to development and implementation, aftersales and information support of not only equipment included in the GLONASS navigation system , but also navigation and information systems;
- information and analytical support in the area of development and implementation of satellite navigation technologies.
«Moreover, the federal network operator is responsible for monitoring and finding the most promising solutions in the area of navigation, assessing their potential for production and selling at domestic and global markets, elaborating proposals for supporting the existing technologies, participating in elaboration of proposals related to improvement of laws and regulations as well as engineering regulations in the area of navigation activities,» said in the explanatory notes.
The decisions made will help promote the wide introduction of GLONASS technologies in different areas of the national economy and assure the unity in terms of technology management in the area of navigation.
