Air carriers asked to implement the status of “overbooking passenger”

Air carriers asked the Ministry of Transport to legalize overbooking (sale of one seat to two different tourists) in Russia. This suggestion was voiced by a CEO of one of the Russian air carriers at a meeting held by the ministry, Rossiyskaya Gazeta reports.

Legislation does not specify what to do when a passenger buys a ticket, but there are no free seats, Editor-in-Chief of AVIA*RU Network Roman Gusarov explained. Usually 10% of tickets are returned several days before the flight. That is why carriers sell a bit more tickets.

Sometimes the number of returned tickets does not match the number of sold ones. If there are not enough passengers, a carrier loses its profit, if there are more passengers than seats in the aircraft’s cabin, passengers will have to wait for the next flight. Or they may travel in business class, if possible.

In some countries overbooking is legal and there are mechanisms for providing passengers with compensation in such cases. In Russia air carriers cannot offer any compensation and blame it on technical issues in the booking system, the expert noted.
