Boris Aleshin: $6 billion will be allocated for development of aeronautical science

On September 9th 2014, Director General of TsAGI, corresponding member of Russian Academy of Sciences, Boris Aleshin, delivered a speech at a plenary session of ICAS 2014 congress. He told the participants of this meeting about the most important decisions of the Russian government focused on development of the aviation, TsAGI’s press-service reports.

“The head of the Russian aviation science center spoke about the state program “The development of aircraft industry for 2013-2025”, focused on development of research areas and support of technology development. “The government has set ambitious tasks before us in terms of strengthening our positions at the global market in the aircraft industry segment (both civil and military aviation), helicopter industry, as well as aircraft engines, components and instrumentation”, Boris Aleshin noted. Director General of TsAGI said that significant funds have been allocated for implementation of the program: about $20 billion will be allocated for these purposes by 2025”, TsAGI added.

The fundamental difference between the current program and the previous ones is that it is aimed not only at development of civil or military aircraft, as before, but also at development of research areas and support of technology development to ensure scientific-and-technological advance. That is why Russian research centers played an active and important role in the elaboration of the document. Boris Aleshin also addressed the world’s leading aerospace companies, which took part in the congress: “We have adopted this philosophy from you”. According to him, the current state program resembles European and American analogues focused on provision of state support for research activities and ensuring technological maturity.

The state program comprises a number of sub-programs, and the research activities are included in the “Aviation science and technology” sub-program. According to the head of TsAGI, it will account for about one third of the budget allocations — about $6 billion. “This sub-program should form the basis for technological development. We are setting the task before ourselves - to create an efficient research management system. This refers to new mechanisms ensuring coordination between scientific organizations and industry in the area of research studies and development of advanced technologies”, Boris Aleshin said. The head of the Central Aerohydrodynamic Institute added that this approach is new for Russia in terms of developing and maintaining continuously updated scientific and technological advance. “The scientific process is continuous, we must carry out continuous studies in order to provide the industry with required knowledge and technology”, — he noted.

During his speech, Aleshin spoke about the upcoming establishment of the National Research Center named after N.E. Zhukovsky (SRC), which “should, in fact, become the flagship of the state program”. The head of TsAGI expressed the hope that representatives of the global aircraft industry will be able to cooperate with Russia conveniently within the framework of the new organization. “We are open and we will cooperate in the area of science and technology with all the leading foreign companies. We will also committed to participation in projects of other countries”, Aleshin said.
