Authorities of Khabarovsk Krai and management of UAC to create a priority development territory in Komsomolsk-on-Amur

Authorities of Khabarovsk Krai made a number of decisions in order to speed up the creation of a priority development territory in Komsomolsk-on-Amur. The construction of this area requires federal budget to allocate10 billion rubles, 55-60 million rubles will be provided by private investors; the work may be started in 2015, Kommersant reports.

At a meeting held in Komsomolsk-on-Amur representatives of the authorities and business community discussed the possibilities for establishing the priority development territory (PDT) in the city. The PDT will be focused on production of components for Sukhoi Holding Company: Komsomolsk-on-Amur aviation plant named after Yuri Gagarin (KnAAZ, manufactures combat aircraft) and a branch of Sukhoi Civil Aircraft Company (SCAC, carries out assembly of Sukhoi SuperJet 100 aircraft). Vice-premier and Presidential Plenipotentiary Envoy, Yuri Trutnev, confirms that establishment of the PDT in Komsomolsk-on-Amur is a top-priority project. Governor of the Khabarovsk Krai, Vyacheslav Shport, stated that the project must become the “most advanced area of the Far East”. 

However, Shport said that the project is “stuck” and he says that UAC is to blame: «I want you to understand that Sukhoi Holding Company, UAC and SCAC must act as drivers of this process».

First Deputy Chairman of Khabarovsk Krai government Nikolay Brusnikin, who is responsible for supervising the investments, said that a number of sites were selected for construction of the PDT: Parus territory located near Parkoviy residential estate (up to 50 ha), territory of the former Dalmashzavod (up to 30 ha), territory of Amurlitmash plant (up to 60 ha). «The abovementioned territories may be used for construction of machining plants, enterprises for production of aircraft components, tools, equipment, aircraft painting workshops, enterprises for production of interiors and general aviation aircraft, as well as maintenance center for SSJ 100 aircraft,» Nikolay Brusnikin said.

Following the results of the meeting the officials and representatives of UAC decided to elaborate a proposal for participation of UAC and United Shipbuilding Corporation in creation of the PDT; the proposal will be submitted to the Ministry of Industry and Trade and Ministry for Development of the Far East. President of UAC has already ordered to create a working group for implementation of the PDT project. It may be headed by Vladimir Prisyazhnuk — Sukhoi Holding Company, Deputy CEO, Civil Aircraft.
