Russian Ministry of Industry and Trade will establish an Aviation research center, the ministry’s press-service reports.

The creation of national research center will grant the implementation of common innovation policy on behalf of the aircraft industry and other sectors of economy. It was declared by the head of the Aviation Industry Department of the ministry, Andrey Boginski, during the meeting dedicated to the project of Federal Law “About national research center “Institute named after N.E. Zhukovsky”.

The national research center “Institute named after N.E. Zhukovsky” is being created in accordance with the instruction of the Chairman of the Government of Russian Federation.

«The NRC “Institute named after N.E. Zhukovsky” will be responsible for organization and implementation of research projects, development of advanced technologies in the top-priority areas on behalf of aircraft industry, fast commissioning of scientific research results and usage of scientific achievements for development of the Russia’s economy. According to the ministry, integration of aeronautical science into the industry by means of establishing the NRC “Institute named after N.E. Zhukovsky” will help implement new philosophy of management and financing principles for development of technology advance. Consolidation of scientific assets, testing facilities and human resources is the next step towards consolidation of the aircraft industry’s assets, which will allow competing with the leading scientific centers of USA, Europe and China», – said in the ministry’s statement.

Andrey Boginski also noted that “the corresponding draft laws have been submitted for consideration by Presidential Legal Directorate of Russian Federation, Presidential Experts Directorate of RF, Security Council of RF and Institute of Legislation and Comparative Law under the Government of Russian Federation. All the received remarks will be taken into account during elaboration of the final version of the document».

The NRC “Institute named after N.E. Zhukovsky” will comprise the following organizations:

FSUE TsAGI and FSUE SibNIA (aerodynamics and durability);
FSUE CIAM (aircraft engines);
FSUE GosNIIAS (system integration and performance evaluation);
FKP GkNIPAS (ground testing).

According to the press-service, the abovementioned federal state unitary enterprises will be reorganized into federal autonomous establishments. The activities of lower organizations will be coordinated in accordance with the Program for joint activities of the organizations, approved by the Center.
