The Federation Council endorsed a bill on safeguards for the rights of disabled people in the air transport, RBC reports. The document was introduced for consideration by the Lower Chamber during last calling. A number of sections of Air Laws Regulations of Russian Federation will be altered.
In particular, the requirements in the area of fitting the aircraft with equipment providing its accessibility for disabled people and the time period for doing this work will be set by the Federal Air Transport Agency in coordination with the Ministry of Labor. It is underlined that denial of carriage caused by the absence of special equipment intended for disabled people is unacceptable.
It is said in the bill that the disabled people must be provided with an escort for free at the airport during check-in, customs and border control. Moreover, the wheelchairs must be provided for free at the airport and onboard the aircraft.
The flight attendants and airport’s personnel must undergo special training for servicing disabled people and using special equipment. The dates and frequency of such training will be specified by the Federal Air Transport Agency.
