The Federal Air Transport Agency suggests permitting the aircrews to use handcuffs and electric shockers

The Federal Air Transport Agency suggests permitting the aircrews to use physical strength, plastic handcuffs and electric shockers onboard the aircraft in order to pacify the troublemakers , Rossiyskaya Gazeta reports.

Drunk passengers have already put up a fight onboard the aircraft six times this year. Two of them were sentenced to a fine at a rate of 500 rubles last week. At that, the unscheduled landing costs the airline about 1 million rubles.  The Federal Air Transport Agency explained that the cost of the unscheduled landing depends on the size of the aircraft and the landing airport .
Experts suggest another solution: add the section called “aviation hooliganism” to the Criminal Code. The airlines suggest making the black lists of hooligans and the  Federal Air Transport Agency wants to make them public . The agency also  suggests permitting the aircrews to use handcuffs and electric shockers .  

However, the law-enforcement agencies are skeptical about the suggestions. They doubt that there will be enough space onboard the aircraft to store the handcuffs and shockers.
