It results from the draft program “Development of the aircraft industry in 2013–2025» prepared by the Ministry of Industry and Trade that the state will invest in development of aircraft industry, Gazeta.ru reports.
The Ministry of Industry and Trade has published the draft program “Development of the aircraft industry in 2013–2025» on its website. The new program was developed in accordance with the government’s instruction. Its first version was made by sectoral research institutes and enterprises; the ministry was not satisfied with it. As reported by Gazeta.ru, the document includes two existing Federal Target Programs (FTP) – for development of defense industry until 2020 and for development of civil aviation until 2015. However, the budgetary appropriations transferred to the new program were not specified. Only the funds from FTP for development of civil aviation have been unveiled. For example, the expenses for development of the aircraft industry will be 76,6 billion rubles in 2013, including 40 billion transferred from FTP “Development of civil aviation”, said in the document.
The total planned financing of the program from the budget is 1,474 trillion. It is almost $46 billion for 13 years (taking into account the average dollar rate for 2012).
The expenses will be increasing annually until 2017: 95 billion rubles in 2014, 146 billion in 2015, 179 billion in 2016. The most costly year is 2017, when the state will have to allocate 188 billion rubles for development of the industry. And then the state financing will slowly decrease to 69 billion rubles in 2025. It is said in the document that the budgetary appropriations intended for development of the aircraft industry are calculated as 0,91% of the total expenses specified in all the state programs for 2013, 1,33% - in 2014 and 1,77% - in 2015.
According to the document, the expenses of the Russian budget for development of the aircraft industry will not exceed 0,89% of all the state programs’ expenses in 2020. The total value of the Russian civil aircraft sold in 2025 should reach $9 billion – 45 times higher than the sales in 2011.
As for the military segment, the estimated share at the global market is – 8,2% or approximately $6 billion (the increase of sales less than twofold as compared to 2011). The share of Russian helicopters at the global market should reach 13,9% in the civil sector. It is around $2,4 billion according to preliminary forecasts (following the results of 2010 the share was 6% - $400 million). And the share of 15% is planned for the military helicopters – about $3,8 billion (12% or $1,2 billion in 2010). The Russian engines should have a share of 1,8% in the civil segment and 8,3% - in the military one.
The Ministry of Industry and Trade awaits comments on the document until October 10th 2012. It is assumed that the program will be approved this year.
