Another international airport may be created in Moscow on the basis of Ramenskoe experimental aviation airfield, Gazeta.ru reports.
Another airport should be created in the network of Moscow Air Cluster - Ramenskoe. Following the results of a meeting held in Zhukovsky, Vice-premier, Dmitry Rogozin, put Ministry of Transport, Ministry of Regional Development, Ministry of Internal Affairs and The Federal Agency for the Development of the State Border Facilities of the Russian Federation (Rosgranitsa) to this task along with United Aircraft Corporation and Russian Technologies State Corporation.
Rogozin, who is supervising military-industrial sector, is creating a working group, which should secure “the opening of Ramenskoe airport intended for international flights of Russian and foreign carriers”. The working group should elaborate the project proposal. In particular, Ramenskoe should be integrated into transport infrastructure of civil aviation for “cargo and charter passenger flights”. The airfield should be included in the project for modernization of structure of airspace and air traffic management. The group should also plan the aviation safety measures at the Ramenskoe International Airport and assure the reconstruction of the checkpoint in Ramenskoe. Rogozin suggests that, first of all, the airport will be used for delivery of cargo for enterprises of military-industrial sector, implementation of “Northern delivery” and preparation for the Winter Olympic Games in Sochi.
Ministry of Transport, Government of Moscow Region and Russian Railways were instructed to work at the construction of additional platform at the “Otdikh” station in 2012-2013 (the station is located on the border of Zhukovsky; during MAKS air show the free buses to Ramenskoe airfield depart from the station). Another instruction is to speed up the reconstruction of “Ural” M-5 highway’s section between Moscow Ring Road and Zhukovsky and consider the possibility of reconstructing the Lytkarino road junction in 2013-2014.
These assignments will be fulfilled in the network of development of transport expo center “Russia” (TVK “Russia”). 100% of TVK “Russia” are owned by Russian Technologies State Corporation. «We have to pull off TVK, – a source close to the military-industrial sector said. – Russian Technologies will not be able to make it profitable without state support. However, support of TVK is in phase with the country’s plans on creation of National Center of Aircraft Industry in Zhukovsky. The enterprises of United Aircraft Corporation should move from Moscow to Zhukovsky in future». «Ramenskoe has a great runway and we should use it to earn money, – said the source, – but there are no formidable tasks like making of a new rival for the three Moscow airports. We just want to improve the economic indicators of the Gromov Flight Research Institute’s runway». However, following the results of the meeting held in Zhukovsky, Rogozin assigned a task: to prevent the discontinuation of experimental aviation’s activities. Ministry of Industry and Trade, Ministry of Economic Development and Ministry of Transport were instructed to “take into account the Ramenskoe airport activities while implementing plans on development of Domodedovo airport’s infrastructure». The system of air routes and airfield’s air boundaries must be approved by the Gromov Flight Research Institute, Rogozin stated after the report of the institute’s CEO, Pavel Vlasov.
After the meeting Vlasov addressed a letter to the Minister of Transport reporting that construction of new runway in Domodedovo (1.8 km to the north-east from the active runway) was not coordinated with the chief of the Ramenskoe airfield and the Ministry of Industry and Trade (this ministry manages the experimental aviation). According to Gromov Flight Research Institute, the project’s implementation will cause “significant limitations of test flights at Ramenskoe airfield and even flight cancellations are possible», Vlasov noted.
