According to the Minister of Industry and Transport of Ulyanovsk region, Andrey Tyurin, the document was elaborated for the purpose of further development of the aviation cluster in Ulyanovsk. In accordance with the project, the cluster’s development program will be presented in 2013. The financial support of the program’s development to the amount of 3.5 million rubles will be provided at the expense of extra income of the Ulyanovsk Region’s budget.

In addition, according to Andrey Tyurin, one of the major problems in the area of completing the first stage of creation of Ulyanovsk port special economic zone on the basis of Ulyanovsk-Vostochniy international airport is the lack of highly-qualified personnel in the area of overhaul, maintenance and upgrading of aircraft. That is why the subsidies intended for compensating a part of expenses connected with the personnel training will be provided in the network of the program. It is necessary for implementation of investment projects connected with overhaul and maintenance of aircraft, including aircraft engines and other components.

«The following maintenance personnel will be undergoing this training: technicians having a higher or a special technical education connected with the foreign-made aircraft operation. In addition, specialization courses intended for aircraft mechanics and technicians will also be held. It is planned in the network of the Target program “Ulyanovsk – aviation capital for 2012-2015” to subsidize the training of maintenance personnel for the following aircraft types: Airbus A318/A319/A320/A321, Airbus A380/340/330, ATR 42 - 200/300, ATR 72 - 100/200, Boeing 737 - 300/400/500, Boeing 737 - 600/700/800/900 (on theory and practice В1 and В2)», - the press-service explained.

As noted by Andrey Tyurin, on the assumption of the business plans of the resident of Ulyanovsk port special economic zone 309 employees will undergo such training in 2013-2014. These activities will be financed at the expense of extra income of the Ulyanovsk Region’s budget (10,098 million rubles in 2013 and about 83,6 million rubles in 2014). «These changes have been made for the purpose of further development of the aviation cluster in Ulyanovsk», - Andrey Tyurin said.
