Financial misuses in 13th Institute and other Russian MoD establishments

Investigators have revealed “large financial misdemeanors” in the 13th State Scientific Research Institute and the Main Military-medical Directorate of the Russian defense ministry.

Such a statement was made by Major General Alexander Nikitin, one of the investigators and head of the Second Directorate in the Main Military Prosecutor’s Office.

The 13th State Scientific Research Institute is located in Lubertsy, a suburb of Moscow. This is the only MoD’s structure able to conduct a comprehensive analysis of aircraft malfunctions occurred on the ground and in the air. Services of this establishment are often used by the civil aviation authorities when they are looking into causes of civil aircraft crashes. In particular, the 13th institute does decoding of flight data recorders.

Speaking to Russian media, Major General Alexander Nikitin said that only on several cases involving actions of the 13th institute officers the investigators made findings that permit them to accuse these offers of pocketing over Rouble 40 million. Work for that amount was ordered and paid for, but were never performed.
