Russia is asking EU to postpone the implementation of emission quotes for airlines

Ministry of Transport of Russian Federation is asking European Union to postpone the implementation of quotes on greenhouse gases emission for the Russian airlines for at least one year and a half, RIA Novosti reports. It has been reported by the Deputy Minister of Transport, Valery Okulov.

"We are offering to cancel (implementation of the quotes) for at least year and a half", - he said reminding that Ministry of Transport has earlier reached the agreement on postponing the implementation of quotes until July 2012.

Russia will be included in the greenhouse emission trading system of EU since January 2012 but the payments will be carried out since the second half of 2012.

It is assumed that airlines will be purchasing emission quotes at the rate of 85% from the emission of basic year of 2010 for free, but they will pay for the rest 15%.

According to the experts, Russian airlines will have to allocate $20-25 million for these purposes in 2012 and these sums will only increase in future due to decrease of free quotes and increase of traffic volume. Meanwhile, Aeroflot has stated that its costs, connected with payments for emission quotes, may reach €40 million in 2012 and €800 million by 2025.

Vice-premier of Russia, Sergey Ivanov, which is supervising the aircraft industry, has declared earlier that the State Duma may legislate against acquisition of European emission quotes by the Russian airlines.
