The new facility of Scientific and Production Association Nauka in Pershino

September 22, 2017 in the village of Pershino, Kirzhachsky district, Vladimir region, a solemn ceremony dedicated to the start of construction of a new production and testing complex PJSC SPA Nauka was held. The construction of the new complex is part of a project aimed at creating a modern high-tech production of components for aerospace equipment on the territory of Pershinsky branch of SPA Nauka.

This project for the construction of SPA Nauka is implemented with the support of the Ministry of Industry and Trade of the Russian Federation, the Administration of the Vladimir Region and Vnesheconombank. The project involves the modernisation and reconstruction of existing production facilities of the production and testing complex - the branch of the PJSC SPA Nauka in the village. Pershino, as well as the construction of new production, administrative and test buildings with a total area of ​​more than 16 thousand m². At the new plant will be established production of life support systems for aircraft and aircraft units.

This project of enterprise modernisation started in 2010. In addition to the construction of a new production and testing complex, he also proposes a complex transfer of production facilities from Moscow to Pershino.

In 2016, equipment for the production of heat exchangers was moved from the Moscow production site and their serial production was launched at a new site. In the same year, new forging equipment was equipped with a forging and pressing shop. The production of rubber products has also been transferred from Moscow. To date, the modernisation of the electric supply system for pre-treatment has been completed. IT infrastructure was upgraded. New server equipment is installed, an unified communications (IP-telephony) system is organised. To work in the Pershinsky branch, the production personnel were additionally recruited and trained, who underwent an internship in production in Moscow.

The construction started today is the second stage of the project implementation. At the very beginning of the ceremony, visitors were presented with a special exhibit, which took an honourable place on the territory of the SPA Nauka. The history of this exhibit was no less interesting than the history of the enterprise itself.

Do you remember how the space age began? Even before the first manned space flight, several launches were carried out - starting with the launch of the first satellite of the Earth and ending with the flight of animals and mannequins. But then an amazing case occurred. On March 9, 1961, a rocket with an inhabited apparatus on board was launched into space. One day, the dog was beaten to the cosmonauts practicing in the Kirzhach region practicing parachute jumping. Astronauts are so used to her that they gave her the name Chernushka and constantly courted the new four-legged friend. Then they began to jump with it with a parachute and to their amazement, the dog liked the jumps very much, besides, it was absolutely normal for them to endure. After that, it was decided to send Chernushka to the test flight. The rocket started, flew around the Earth and landed in the given place. After landing, opening the hatch of the descent vehicle, people saw that the dog was still alive and in good spirits. It was this spacecraft that became the symbol of the SPA Nauka. This device was on the Moscow site of the SPA. On the day the construction of the new complex began in Pershino, this landing gear was installed and presented to the guests of the ceremony, becoming a symbol of the new enterprise.

The right to appeal to the participant of the solemn ceremony of starting the construction of a new enterprise in Pershino was granted to Yevgeny Merkulov, the general director of SPA Nauka. "When we chose the symbol for our today's opening, we wanted to emphasise the thing that is important for our aviation and aerospace industry. This device is a symbol of achievements of previous generations. We rely on the foundation that, from the point of view of technology, knowledge and technology, has been acquired by previous generations of employees of our enterprise. And one more important secret of success that we must embody is the desire to realise everything new, realise all the achievements of our scientists and apply it now. The new plant is not just a building. This is a challenge to the industrial revolution, to the industrial way of life that is coming. We must build a new production, which must be flexible and digital. And this requirement for the qualification of people. We have to invest a lot in human capital. SPA Nauka plans to put the plant into operation in 2019. The total amount of investments for the project is over 2 billion rubles. To implement the project, SPA Nauka uses both its own funds and investments through Vnesheconombank's credit line. The project envisages both the development and modernisation of existing production facilities, as well as the construction of new production and administrative buildings with a total area of ​​12,000 m2.

The project is implemented with the state support of investment activities on the basis of an agreement concluded with the administration of the Vladimir region. The credit line for financing the project was provided by the State Corporation "Bank for Development and Foreign Economic Affairs (Vnesheconombank)".

"There are 3 points. The first one is fully consistent with our strategy of developing high-tech industries and unique competencies. Secondly, we liked the financial model, which is important for the bank. We provide money is not speculative. We invest for a long time. With a total project amount of 2 billion rubles, VEB allocates more than a billion for a period of up to 8 years. Here the term of long-term investments is important - it allows the company to plan its production program peacefully, not to tear itself to repay the borrowed money, but to produce it with normal profitability. And thirdly - a large social component. This is very important for us" said Oleg Demidov, vice-president of the Directorate for Investment and Product Expertise, Vnesheconombank.

Systems and products of Nauka are supplied practically with all Russian aircraft equipment. The structure of SPA Nauka provides for a continuous creative process of developing, manufacturing experimental samples, conducting certification tests and serial production of aggregate systems for the orders of domestic and foreign partners.

The company develops and manufactures aircraft components for world leaders in the aerospace industry, and also provides support for its products throughout the life cycle of products, providing end-users with conditions for achieving the best economic and operational performance.

"Among the measures taken to develop the project, tax preferences were applied. They amounted to about 20 million rubles, while taxes for this period received 75 million rubles. Supporting someone who works, it's profitable. It is also simultaneously the development of the infrastructure of the region, district and village. The development of production implies the development of the village. Much is invested in its improvement. Many residents work in the company. 450 jobs have already been created and 350 will be created. This is already 400 million rubles of investments invested and another 1.8 billion rubles to be invested. According to the company's management, the key objectives of the project are: to reduce the cost of production, increase output, improve product quality, improve the quality of working conditions for personnel, upgrade and technical re-equipment of existing production facilities.

As we noted above, the project is implemented in 2 stages. At the first stage - the modernisation of the existing production facilities of the Pershinsky branch and the transfer of production facilities from Moscow sites. And at the second stage, new production capacities will be created in Pershino. Including design and construction of new production and testing and administrative buildings, as well as equipping with new, modern high-tech equipment. Complex transfer of productions and units from the Moscow site to the new buildings of the Pershinsky branch. As a result, the new site will focus:

  •     Manufacture of heat exchangers;
  •     Manufacture of electronic products;
  •     Forging production;
  •     Manufacture of rubber products;
  •     Warehouse complex and procurement site;
  •     Modernisation of the electric power supply system;
  •     Modernisation of the IT infrastructure.

"We implemented the first stage of the project - we moved the production of heat exchangers to our branch. Production is approximately 30% of our volumes. As a result of the second stage we plan to postpone the remaining production. These are turbo-refrigerators and other, more complex products. We also have a subsidiary company that together with the Skolkovo Foundation implements a project for Gazprom to create an autonomous power source for relay stations. Another company of ours has created a special coating for turbochargers that can be used on kitchen pans. In addition, together with the Ministry of Education, we implemented a project on interlocks for substations. We are just counting on improving our labor productivity and implementing high-performance technology so that our products are competitive in the civilian market. For example, we have a joint venture with the Americans, and we supply heat exchangers for Boeing and Airbus. October 17 in Kimry we will have the opening of the second stage of the plant for the production of civilian products, " said Yevgeny Merkulov, general director of the SPA Nauka .
