The amount of investments by the government in development of the national machine tool industry during 2014-2016 period may exceed 5 billion rubles, while the amount of extra budgetary resources raised will be over 10 billion rubles. Thus the share of Russian-produced NC control machines at the domestic market will increase three times by 2020; it will help upgrade the national enterprises and increase the competitiveness of Russian machine tool industry. It was stated by the Minister of Industry and Trade of Russian Federation, Denis Manturov at the opening of Metalloobrabotka-2014 exhibition.
During the opening ceremony, the minister stressed the importance of a sub-program “Tool-making industry” of the state program “Development of the industry and increase of its competitiveness”. Its implementation will help meet the growing demand for machining equipment in Russia and increase its competitiveness at domestic and global markets, the ministry noted.
«Russia must claim the status of world industrial nation. One of the key conditions for achieving this goal is maturity of the national machine tool industry connected with the development of new types of products defining the competitiveness of the country, – Denis Manturov said. – Implementation of the sub-program “Development of machine tool and tool-making industry” will help upgrade the national enterprises, taking into account the state interest, and increase the competitiveness of Russian machine tool industry».
The final edition of “Development of machine tool and tool-making industry” sub-program was approved on April 15th 2014. At present the changes are made in the budget; this process will be completed in June. After that the Ministry of Industry and Trade will approve the rules for provision of subsidies. The first subsidies for projects will be provided in autumn 2014.
"The sub-program assumes subsidizing the cost of research and development activities carried out in the network of implementation of integrated projects focused on serial production of tooling and machining equipment. Moreover, the state will make contribution of assets to RT-Stankoinstrument Holding Company to help implement the projects aimed at launching the serial production of tool-making industry’s products. It will allow manufacturing over 1000 high-performance 5-axis machines by the end of 2016. The share of Russian-produced NC control machines at the domestic market will increase three times by 2020 (from 10% to 33%). At that all the products should be in demand – according to the ministry’s forecast, during the 2014-2020 period Russian enterprises will require machining equipment worth 615 billion rubles", - the ministry’s press-service explained.
Among the suggested and approved measures for supporting the national machine tool industry are: establishment of the unified Federal Engineering Center and machine tool industry’s clusters in Republic of Tatarstan, Ulyanovsk, Sverdlovsk and Rostov Regions. Moreover, at the initiative of the Ministry of Industry and Trade RT-Stankoinstrument consolidated the Russia’s leading machine-tool builders; the company must become an engine room of the industry’s development and help upgrade the industry’s enterprises in future. The creation of joint ventures located in Russia will assure the competitiveness of Russian-produced products in the long-term.
