Different aviation fuel prices for domestic and international flights may be set in Russia, Izvestiya reports. According to the officials, the differentiation of prices may help solve the problem of high aviation fuel prices for domestic flights, where the carriers earn less than on the international routes.
As reported by a source close to the market of aviation fuel, this proposal will be discussed at the meeting held by Vice-premier Igor Sechin this week. The meeting will be dedicated to the situation with aviation fuel deliveries. RF Ministry of Energy, Ministry of Transport, Ministry of Economic Development and Trade and the Federal Antimonopoly Service will analyze the viability of prices differentiation.
It is also possible that this problem will be discussed during the meeting held by the Minister of Transport Igor Levitin on Monday with the participation of representatives of Russian oil companies and Federal Air Transport Agency. However it has not been confirmed officially. The fact of holding the meeting has not been confirmed by the Ministry’s press-service either.
The suppliers are not happy with the officials’ initiatives. "There are no such rules in the world", — the representative of one of the fuel companies argues. — "This is more like tickets to the Hermitage: 200 rubles for Russians and 800 rubles for foreign visitors. To be honest, this idea is absolutely non marketable and it will hardly be implemented after its elaboration in the ministries".
Differentiation of aviation fuel prices is the most radical proposal of the officials but not the only one. According to a source, a decision on creation of alternative refueling enterprises in the largest airports has been taken, however no official document has been issued.
First of all it refers to airports of Moscow, St. Petersburg, Yekaterinburg, Novosibirsk, Krasnodar and Sochi. Only Tolmachevo airport (Novosibirsk) meets these requirements. But these refueling enterprises are located in several smaller airports in Perm, Ufa, Kemerovo, Irkutsk, Vladivostok, Petropavlovsk-Kamchatsk, Arkhangelsk and Makhachkala. As for Moscow airports – the building of such enterprises is in progress. Gazpromneft and Rosneft are constructing new refueling enterprises in Sheremetyevo. The latter company also plans to construct its enterprise at St. Petersburg Pulkovo airport.
